If you desire to launch a cosmetic product on the EU market, you need to comply with the regulation as stated in Cosmeticregulation 1223/2009. This regulation was drawn up to ensure European consumers that the products they buy can safely be used. National agencies enforce this regulation on a frequent basis. When they find that a product does not comply with the regulation, warnings and fines and even recalls are handed out.
The cosmetics regulations consist of two things:
- Every product must have a Product Information File (PIF), including a Safety Assessment (CPSR)
- All products must be registered in the Cosmetic Product Notification Portal (CPNP)

How is a Cosmetic Safety Assessment conducted?
Knowledge, experience and information are necessary to assess the safety of a cosmetic product. A qualified safety assessor will look at the general toxicological profile of the ingredient, its chemical structure and the level of exposure of the different ingredients in the product.
The Margin of Safety (MoS) for each ingredient can be calculated based on scientific data. The MoS values consequently lead to conclusions about the safety of the cosmetic product.
In Safety Assessment, we look not only at the product, but also at the production process. The quality of the raw materials, the manufacturing process and the use of additives are all checked.
